Minutes from the Community Council meeting held on 4th September 2019

Members present; chair Pam Freegard, Treasurer Bob Walter, IT Secretary Robert Williams, Brenda Arnold, Muhammad Chaudhry, John Clark,  Violet Clark, John Freegard, Paul Izquierdo, Brenda Warwick, Bob Wedge.

Borough Council issues.
Cllr Wright reported that the funfair had been approved for the County Ground car park for 19th - 25th October.  He suggested BSACC might want to respond to Cllr Dale Heenan (cabinet member for town centre) regarding previous problems associated with this event.
Concern was expressed about the opening of Sim's Kitchen (a Goan takeaway).  Cllr Wright confirmed that there were no health issues and there was a clear consensus that the meeting did not object to the business itself.  However there remained concerns about traffic and the precedent of opening a commercial business in a residential street.  It was noted that the Tap and Barrel pub had been advertising kitchen facilities to rent and the ward councillor team would suggest this to Sim's Kitchen as an entirely acceptable solution.
There were ongoing problems with drunk congregating in back alleys.  The ward councillor team expressed concern that they were not being updated on the opening of new bail hostels in the area.
The shortage of resident's' car parking spaces was causing problems.  It was suggested that drivers were unwilling to use alternatives particularly the County Ground car park.


Parish Council Issues.
Cllr Firmin reported that the no-smoking signs had been installed at the Broadgreen Centre games area.  The Chair asked if extra signs might be provided for greater awareness. Cllr Firmin would refer this for consideration.


Policing issues.
There was a discussion on the continued lack of input from the Wiltshire Police community officer.  Ishak Mogul - attending as a committee representative of Broad St Mosque but also chair of the Independent Advisory Group - offered to try to raise awareness of our concerns with Witshire Police.


Recycling.
Food waste recycling was being trialled as a pilot ahead of a wider roll-out.  Collections would be weekly, aligned with the fortnightly general waste collection.  The chair reported that degradable bags were now available in some shops.


Swindon Town Centre Movement Strategy 2019.
Members were invited to view a display based on the strategy consultation document and to leave comments for forwarding to the Borough Council.
