PC Atkinson presented a report and monthly statistics (attached). It was noted that neither party in the recent violent incident at Tescos in Ocotal

Year to date for August 2017 incidents of total crime have decreased for volume crime types. This is reflected due to a substantial reduction in year-on-year assaults against the individual. Of the twelve reported assaults, six relate to domestic assaults and two relate to assaults against security guards. Incidents of theft have sharply increased, although of these thirty-four reports, twenty-nine relate to shop lifting from commercial premises (mainly Tescos and B&M Bargains). Two of the three reported dwelling burglaries have taken place in the same block of flats and are believed to have been done by another resident
Priorities
There have been 17 calls to Police relating to Anti-social behaviour in the last month (up by two from July). These relate to street drinkers, banned males refusing to leave William Hill Bookmakers and people rough sleeping a pub car park. I would expect to see a decline in ABS reports as the weather gets colder.

Matters arising from the minutes.
It was reported that the bushes in the street blocks north of Broad St had been trimmed but it was felt more work was still needed

Cllr. Watts took questions summarised as follows.
Q- Who is responsible for maintaining the derelict area in Queenstown?
A- Muse (developers) are responsible for maintenance, environmental issues remain with SBC. The required solution was to start redevelopment.
Q- Who is responsible for obstructions on pavements eg wheelie bins and parking outside shops?
A- All highways issues remain with SBC.
Q- How often are the Parish Council elections and how many seats are due for election at a time?
A- Every four years but the first elections will be after two years to keep one year free of any local elections. All 23 seats are elected together.
Q- What is the position regarding ownership of the Broadgreen Community Centre?
A- The Parish Council has taken a one year lease (with about 10 months remaining) on the building. This will be extended subject to surveyor's report as the Borough's survey indicated a need for about £250,000 of repairs.
The parish office had been set up in the centre and a community liaison officer appointed.
Q- Could the centre be taken on freehold but with a covenant for public use?
A- There would be ongoing discussions but the likely result would be a more secure leasehold.
Q- Could the Controlling Migration Fund allocation be applied to the centre via the Parish Council rather than used for door to door advice?
A- Some of the money could be transferred but the Parish Council was unwilling to use it for staffing while there was other outstanding staffing requirements including an environmental officer.
Q- Do the new CCTV cameras come under the Parish Council?
A- No, but Chris Watts supports the use of dummy cameras along with real ones and this was something the Parish Council might be able to get involved with. If there was a sense that the Borough was being obstructive this should be taken up with the ward councillors.
Q- Can the Parish Council help with the refurbishment of the playing area at the community centre?
A- Yes, this area was part of the lease and if BSACC emails a request it will be looked at.
Q- SBC appeared to have run down the community centre - what is the current financial position?
A- SBC had subsidised the centre (about £20,000 per year) and the Parish Council will allow a similar amount while finances are put in better order. If appropriate some users could apply for Parish Council grants for free use. National and local government use will have to be paid for.
Q- Can the Parish Council commit to plans beyond the elected term?
A- Yes, a future council of different political makeup could break a commitment but would have to consider any applicable penalties.
Q- What is the Parish Council's position on parking pressure from flats?
A- The Parish Council was objecting to more HMOs on parking grounds but SBC was the primary planning authority.
Q- Is it still the case that community centre bookings can be made by post, telephone or in person as well as online?
A- Yes.
Other business.
It was reported that there had been a reduction in the intensity of the night time lighting at 1-8 Manchester Rd.
It was also reported that the brambles behind Shrivenham Rd next to the County Ground had been cut back.
Chair Pam Freegard appealed for volunteers to help tend the community garden.

IT secretary Rob Williams presented an illustrated update on the website. There was an inconclusive discussion on possible changes to the constitutional boundary. Ideas were sought on encouraging new members.
