Minutes from the Community Council meeting held on 3rd May 2017

Members present;  chair Pam Freegard, Treasurer Bob Walter, IT Secretary Robert Williams, Brenda Arnold, Diana Banner, Muhammad Chaudhry, John Freegard, Kate Johnson, Cluniford Mason, Bob Wedge.



Also present;  Frances Barrone - Transition Community Manager (Christchurch Community Centre),  Cllr BobWright (SBC Central Ward),  Mahmoud Paswal (resident).

Police issues.
PC Atkinson was unable to attend for operational reasons but had provided a report and statistics (attached) which was read by the chair.

Year to date for April 2017 incidence of crime are at a steady level for the majority of volume crime types.  Incidence of theft have increased year on year although the figure of 7 in 2016 is much less than normal.  Of these 27 reported incidents, 26 took place at commercial businesses.  Incidence of assaults have decreased by 13 and of the 20 reported incidence, a number relate to domestic abuse

ABS

There have been 16 calls to Police relating to Anti-social behaviour in the last month.  These include kids throwing stones, a couple of reports of street drinkers in alleyways and people begging at cash points on Manchester Road.  Civil injunctions are being progressed for the Males street drinking and causing ASB around Williams Hill Bookmakers.  These are currently with the Borough Solicitor and will soon be taken to Court.



Licensing

The Licensing premises on Manchester Road who were taken to review last month had their licenses to sell alcohol rescinded.  Their 21 day appeal period has now expired as of last week so they are no longer allowed to retail alcohol.  Ongoing licensing work is being conducted with other licensing premises around the Broadgreen area.

Planning issues.
(i) County Ground.
As announced at the previous meeting. Cllr Wright reported that the original plans for the County Ground extension had been suspended.  New positions were being sought for the all-weather pitch and clubhouse.  Other proposals included a garden on the site of the bowling green and a community cafe.
(ii) Queenstown re-development.
Cllr Wright reported that the previously unrecognised presence of a telecoms cable in the Fleming Way embankment had put the bus station proposals in doubt.  Cllr Wright had suggested that upgrading the existing bus station might now be a better option.
(iii) 7-9 Corporation St (Vegland).
On enquiry, BSACC had been informed that objections to this on grounds of displaced parking would not be considered.  Cllr Wright said that although this application was likely to be passed, getting building permission would be harder and would probably be financially unviable for the applicant.
(iv) ATMs
It was noted that new rules requiring external ATMs to pay business rates separately from the shops on which they were mounted had been upheld following a legal appeal.  This could make such ATMs financially unviable.



Other business.
Incidence of begging outside the area's mosques were reported.

The changes to arrangements at Cheney Manor recycling centre were discussed.  It was felt that these would lead to an increase in local fly-tipping.

Cllr Wright was asked about SBC policy on racial prejudice.  The questioner was recommended to speak to the relevant bodies direct eg police or soial services.

Frances Barrone reported that she had been employed since 10th April by Christchurch Community Centre as Community Transition Manager.  She was now engaged in rebuilding the community links lost during the recent period of uncertainty at Broadgreen.
