Police issues.
PC Luke Atkinson presented a report and statistic as attached.
There was a discussion on the siting of the four new CCTV cameras with several suggestions made.
PC Atkinson was asked about procedures for aftercare of crime victims. (This issue had been brought up by a resident at a previous meeting not minuted to protect privacy). PC Atkinson replied that attending officers did not carry specific literature, but that it was good practise to write the crime reference and police contact details for victims. Telephoning 101, even without a crime reference, should secure any available follow-up details. There was also a unit attached to the police called Horizons which dealt with victims' issues.
Parking in back alleyways was raised again - Cllr. Wright said that reporting this to Parking Services was always worth doing but there was no guarantee of a response due to the number of wardens available.

Year to date for March 2017 incidents of crime have remained at a similar level. Incidents of theft have increased however 14 of these 16 reported offences have taken place at Tescos, B&M Bargains or Go Outdoors.
ABS
Wiltshire Police have received 19 reports of anti-social behaviour taking place in the area in the last month. These all relate to street drinkers in alleyways or children Kicking footballs. Due to regular complaints in relation to street drinkers on Manchester Road around William Hill Bookmakers I have initiated a Civil Injunction process with Swindon Borough Council's Anti-social Behaviour team so we can more robustly police specific individuals involved. Some of you have provided evidence in relation to this already which will assist with court proceedings. Civil Injunctions have a power of arrest if breached and are a useful tool in policing the area.
Community Policing Teams
After meeting with SBC Licencing Officers and Local Officers the Police Licensing tram have pushed through a number of licensed premises to review due to breaches of alcohol licensing terms and conditions.
42 Manchester Road - Groszek Polski Sklep and 131 Manchester Road - Efes Off license have both have their licenses revoked and can no longer sell alcohol on the premises.
CCTV
Swindon borough Council are placing several CCTV cameras in the Broadgreen area within the next couple of weeks. These are specifically being put into the area to assist with environmental crime, fly tipping and other local issues. I have received assurances from SBC that these will remain in the area, will no be removed and will be patched through to their Borough-wide CCTV centre. Thy are deployable and can be moved around the Broadgreen area as required.

Rachel Ind and Pam Jones reported on recent developments in 2016 - 17 there had been:
- 36 investigations
- 9 interviews under caution (PACE)
- 14 warning letters
- 7 fixed penalty notice issued
- 29 verbal warnings
A new £400 fixed penalty had been introduced for fly-tipping.
A full time litter picker had been appointed to Broadgreen.
Suggestion from the meeting included greater use of Statutory Nuisance and Change of Use legislation to tackle fly-tip nuisance on private property.
Dummy CCTV cameras would not be used but the new shared police/Borough cameras would be sited according to greatest need.
The telephone number for reporting fly-tipping etc remained 445501. In reply to a question, if Streetsmart had been found to have incorrectly recorded a reported problem as having been dealt with, this could also be given a 'laggan' reference number on the above 'phone line.
Ward Councillors' issues (Cllr. Bob Wright).
There were ongoing land ownership problems regarding further installation of no-parking lines in backs.
A request for a movable vehicle number plate scanner had been turned down but it was hoped that the new CCTV would help to monitor illegal car based activity such as drug dealing.
Enforcing illegal cycling on pavements was being hampered by lack of resources. Meanwhile there had been reports of near misses to legal cyclists from rat-run motorists.
The County Ground extension field proposed had been suspended due to lack of public consensus.
In reply to a question the all weather pitch could not be put inside the athletics track as it was not compatible with events such as javelin.
The response from planning enforcement to the level of lighting at the cashpoint machines was considered very poor.
