Minutes from the Community Council meeting held on 7th December 2016

Members present; Chair Pam Freegard, treasurer Bob Walter, IT Secretary Robert Williams, Brenda Arnold, Diana Banner, Muhammed Chaudhry, John Freegard, Paul Izquierdo, Kate Johnson, Cluniford Mason, Madge Sutton, Bob Wedge.

Year to date for November 2016 incidents of crime have decreased for the majority of volume crime types.  Incidents of Dwelling Burglary are vastly reduced year on year due to a large spike in burglaries in November 2015. Incidents of theft have increased slightly, although of these twenty-one incidents, seventeen of them relate to shop lifting from commercial premises (mainly Tesco and B&M Bargains). Two of the Nine Assault offences relate to domestic incidents which have taken place inside private properties.

The Community Policing Team has been investigating a series of vehicle breaks which have taken place across the area in November. Unfortunately we've taken nine reports of cars being broken into in the night time hours where cash and other items on display have been stolen. During operational patrols we have located and arrested a suspect for these offences who is now on bail. Can I please remind residents to remove all items from display in their vehicles when left unattended as this can reduce the chances of inquisitive crime taking place.

Drug Warrant - Rosebery Street

A drugs warrant was conducted by the Community Policing Team this week at an address on Rosebery Street following information provided to us by members of the public.  During the warrant three males were arrested, two of them for possession with intent to supply Class-A drugs. A substantial amount of crack cocaine was recovered with a street value in the £1000's as well as other items associated with drug dealing.  This is a clear indicator to the public that we will act upon information passed to us.  Combating dangerous drug networks and proactively dealing with drug dealers in the Broadgreen area is one of my highest priorities and something we will continue to action in the future.

ABS

There have been 10 calls to Police relating to Anti-social behaviour in the last month. A couple of these relate to street drinkers in the alleyways around Manchester Road.  I have asked my collegues on the Community Policing Teams to specifically patrol these areas.  The majority of ABS logs have been called in by Tesco and relate to youths in vehicles playing loud music.  ABS is down this month compared to October, I suspect most likely because of the colder weather.

Community Policing Teams

Community Policing Teams have now been operating for approximately 4 weeks. As mentioned in previous meetings there are 9 designated Officers working in Broadgreen across a 24/7 pattern. Although they can and will be utilised for incidents across Swindon they will also have some ownership for problems and issues in the Broadgreen area.  I have been given a keen, proactive group who I am sure will have positive impact on the area.

Other business.

It was noted that fly tipping/littering was getting worse and it was agreed that Rachel Ind and Pam Jones (SBC envirocrime unit), should be invited back in a few months to give an update on their work.  The announced drop-in sessions with pam Jones had not taken place on the previous two Tuesdays.
A Swindon Advertiser report from 1st December on changes to residents' parking in Zone C (Faringdon Rd area), was discussed.


Parishing.

Councillors Linda Brown, Chairman of Haydon Wick Council, gave an informal talk with discussion on the structure and operation of the civil parish councils.
Topics covered included responsibilities of councillors and staff, pay and allowances and what could and could not be paid for through the public precept.
