Minutes from the Community Council meeting held on 1st June 2016

Year to date for June 2016 incidents of crime are at a stable level compared to June 2015 figures with the exception of Theft offences which have increased due to a spate of reported shoplifting from Tesco, Ocotal Way. Only two of the above theft offences relate to theft from a person.  There is one incident of dwelling burglary in June which relates to a theft from a room in a shared house by another tenant. Pleasingly assults have decreased.  Drug offences have increased due to a number of pro-active stops and operations in the area which results in several arrests

ABS

Anti-social behaviour reports are at a similar level compared to May 2016 and are marginally higher than June 2015.  I am aware of several complaints regarding males outside Williams Hill Bookmakers on Manchester Road.  I have attended these logs myself when available and have removed alcohol.  Unfortunately on some occasions the males involved were drinking energy drinks which are in similar size cans to beer.  I have also monitored the logs relating to the County Ground car Park, these have continued to stay at a low level.

Community Policing Teams

As of November 2016 the way in Wiltshire Police operated in changing.  Neighbourhood Policing teams and Response 999 offices are being amalgamated in new 'Community Policing Teams' These teams will provide additional cover to areas of Broadgreen.  Whilst at the moment I am the sole Police Officer who works on the area, there will be a number of officers spread across the policing teams to provide additional cover.  Hopefully this will provide us with more resilience to deal with the issues identified by the Community such as Anti-social behaviour.  I have been selected to be the 'Community Co-ordinator' for the area and although my role will change I will still be solely designated to working on Policing objectives in the Broadgreen area.

Matters arising from these minutes.
A site meeting was held on 18th May to discuss the sate of the playing area at the Community Centre, attended by representatives of the Borough Council, Tesco, and the Community Council.  Safety considerations had been discussed but the reason for the delay in action from SBC was not clear.
It was decided that if an informal approach to SBC had not produced a response by the next BSACC meeting (6th July) a formal letter should be considered.


Community Garden Project.
Produce from the garden (spinach and radishes) had been sold locally to self-fund the project. The Children's Centre had given £50 for the garden group to look after its garden area alongside the community garden.  Some of this money had been spent on childrens' sized watering cans.
An outside water tap had been installed by SBC but there were problems with access to the main tap inside.


Licensing.
The licensing panel for the application at 14 Manchester RD. had been set for 10th June.  The panel for the application at 4-6 Manchester Rd had not been set but it was noted that the exterior signage already advertised it as an off-license.

A provisional new website was now live at broadstreetcc.blogspot.co.uk
A demonstration would be arranged, hopefully at the next meeting.


Other business.
Parking infringements in and off Manchester Rd. were noted, especially by delivery lorry drivers at Masala Bazaar on Friday lunchtimes.  This was causing particular problems for Mosque attendees.
There were reports suggesting a recurrence of prostitution.  The chair would pass these on to the Community Police Team, anonymously where appropriate.
Eiles Robinson announced a proposed constitution for the Broadgreen Champions.
Drivers were still contravening the one-way system around the health centre in Queenstown.
