The following issues, points and information were raised and discussed
· Margaret Tester - SBC Road Safety Manager
Swindon Borough Council have a statutory responsibility to provide road safety education, training and publicity for all age groups and category of road user.
Bicycle safety – not being taught by parents.
School runs – 40 schools, but not Drove school, have signed up to have Travel Ambassadors which is a group of pupils supported by an adult ‘champion’. They will liaise between the Road Safety Team and the school community and promote road safety etc.
Playing in the streets – there is lots of concern that a child will be seriously injured. In Pinehurst they have ‘watch out – dash out’ boards on lampposts.
Car seat safety – Children have to be in a car or booster seat until they are 135cm tall, or age 12 years. There is a road safety week coming up.

Community Payback – in partnership with SBC, have a base at the County Ground and work in the local area. They also offer education to offenders and have a number of polytunnels for horticultural purposes.
Currently under the scheme, the bushes and undergrowth around the County Ground extension are being cut back and tidied up and wooden planters have been manufactured and placed in the entrance to the Cricket Ground area. They work in all areas of Swindon and are open to suggestions about work that they might be able to carry out. There is 1 member of staff to 7/10 offenders and they supply all equipment needed, although there is a financial charge for the work.
They would be happy to work with the community on the possible ‘garden’ areas in Manchester Road and Medgbury Road.
- · Community clean up – Friday 19 July – 11am at the Broadgreen Centre. All residents invited to help.
- · Eurobins – or community bins for Broadgreen – hopefully someone from the borough will attend a future meeting to discuss this further.
- · Many landlords that do not live in the area have lack of responsibility towards the fly tipping issues.
- · Lack of enforcement by SBC and CCTV not being used with regards to fly-tipping.
- · BSACC 40 year celebration, a provisional date of Saturday 19 October 2013, between 1.00pm and 4.00pm was proposed.

· SBC Forward Planning. Blunsdon St Andrew Parish Council has submitted an application to designate Blunsdon St Andrew – East as a Neighbourhood Area. SBC is conducting the consultation on behalf of Blunsdon St Andrew Parish Council, as required by the Neighbourhood Planning (General) Regulations 2012.
Representations received will help to inform the decision on whether the area is designated as a “Neighbourhood Area”. If designated the Parish Council would then be able to proceed to produce a Neighbourhood Development Plan for the area. Once adopted, the Neighbourhood Development Plan would help guide the future development of the area. The Neighbourhood Area Application is available for a six week consultation from Thursday 30th May 2013 until Thursday 11th July 2013 at 5pm.

· Submission of Swindon Borough Local Plan 2026 and the Statement of Community in Planning The Swindon Borough Local Plan 2026 has been submitted to the Planning Inspectorate, for the purposes of an examination to take place later this year.
A Planning Inspector will be appointed to examine the Local Plan. The Inspector will take into account the representations submitted to the Local Plan at Pre Submission stage as far as they relate to soundness considerations and, on this basis, a number of hearing sessions identified by the Inspector will take place on principal matters as part of the examination.
Ian Kemp has been appointed as the Programme Officer and will act as the contact for any person who has an interest in the Examination. Ian will contact you in due course with regards to the examination and procedural arrangements. The Central Library will be hosting their yearly autumn event on Saturday 21st September. The theme this year is about historical local people: prominent or unsung, famous or infamous, weird and wonderful: heroes & villains. We would like to attend this event; if you have any ideas or suitable items/photos, we would be very appreciative of your help.
