NOTES FROM THE COMMUNITY COUNCIL DROP-IN HELD ON 05 JUNE 2013

CONFIRMATION OF THE MINUTES: 01 May 2013 meeting. These Minutes were confirmed as a true record.

The following issues and points were raised and discussed
  • Concerns about parking and noise issues at the forthcoming concerts planned by STFC at the County Ground
  • Parking at the back of the County Ground cricket pavilion during the week – cars are churning up the grass verges
  • Is the polytunnel on the old County Ground council depot something to do with community payback? –Yes
  • We have permission to turn the grass areas at Medgbury Rd and Manchester Rd into small gardens – possibly wild flower ‘meadow’ – to be taken further
  • Street Athletics is returning to Swindon on the 28th June 2013 – 5pm start. This time it will be at the County Ground car park rather than Broad Street
  • There are still room booking issues - we are meant to be using the hall, although the group that have allegedly booked the lounge every Wednesday have never taken the booking up!
  • Ros is currently doing a second course in radio production with 105.5 and asked if anyone wanted to develop a programme about Broadgreen
  • Eurobins, what are they and will we be having them in Broadgreen? – Eurobins are big bins that are for communal use, placed around the area. If introduced we would no longer have our own wheelie bins – more info to be sought
  • Shops not keeping their rubbish tidy – no duty of care to residents
  • A number of shop owners around the area have recently constructed permanent canopies across the front of their shops – do they need planning permission?
  • We will probably have some sort of 40 year celebration in October
  • Kevin recently edited openstreetmap.org and added the Broadgreen name to this area. It can be found in printed form on the Swindon Cycle map that can be obtained from the Information Centre in the Central Library. It was asked if Queenstown could also be added to the map.

We have previously made representations to the above document or its previous draft the Core Strategy 2026.
There are two recent government announcements that might affect the soundness of the Borough’s Local Plan 2026 and if we wish, we can comment on their implications for the Swindon Borough Local Plan.

Any comments made should relate to the above two issues only. Other matters cannot be considered as the consultation period for representations to the Swindon Borough Pre-submission Local Plan 2026 has closed.

Feedback Frances Barrone re issues from last community council meeting –

  1. Room booking for your meetings in future – Mark Walker has asked the admin team to talk to the group about switching rooms with us. He is also asking that if it is not possible to do that that we are charged at the rate of the lounge. I hope to have a response before the next BSACC meeting.
  2. Community Garden at Medgebury Road and corner of Manchester Road/County Road. This is council owned and we, along with councillors are happy to support the BSACC in facilitating a community garden/clean up. Mark also suggested that we could combine it with doing the same with the land we previously requested at the Broadgreen Centre as permission was granted by the relevant department.
  3. Heritage Road sign in County Road is scheduled in the maintenance programme – we are awaiting confirmation of dates but SCS confirm it will be during this quarter.
  4. Shrivenham Road - signs to prevent lorries going down the no through road. This can be included for consideration along with the football parking review, which is currently underway. We have contacted highways and transportation to let relevant companies know and to ask them to check that their records to ensure that sat navs are updated if needed.
  5. Locality Meetings – the BSACC are definitely on the emailing distribution list now. The next locality meeting is scheduled for last week of July at Civic. Once minutes are ready there is a link for them on Facebook and Twitter. These are also sent electronically with an invitation to the next locality meeting about 1 week in advance. As always residents are invited to send items for inclusion on the agenda via local councillors.
Doug Imrie Street Athletics is coming back again this year, but to save costs it will be held in the County Ground car park. The football club and Football in the Community will cover the cost of transporting the young people to Manchester for the finals.

HISTORY REPORT: Kevin Leakey
As it is the community council’s 40th anniversary year, old minutes and newsletters going back to the 1970s and 80s were displayed.
The Central Library will be hosting their yearly autumn event on Saturday 21st September. The theme this year is about historical local people: prominent or unsung, famous or infamous, weird and wonderful: heroes & villains. We would like to attend this event; if you have any ideas or suitable items/photos, we would be very appreciative of your help. NEIGHBOURHOOD POLICE TEAM REPORT: PC Carter

PC Carter reported on the following Broadgreen crime statistics between – 01 May and 31 May 2013.

Criminal damage – 3. (2012 – 7)
Violence – 9. (2012 –8)
Theft – 17. (2012 – 20)
Dwelling Burglary – 4 - 3 x shed breaks and 1 insecure property. (2012 – 07)
Robbery – 0. (2012 – 0)
Anti-social behaviour –4. (2012 – 4)
Intelligence reports – 117. (2012 – 124)

All crime is at a consistent level from 2012 statistics with the exception of criminal damage, which was greatly reduced. There has been one additional dwelling burglary due to a marked increase towards the end of April, beginning of May. This was dealt with by increased marked patrols and the arrest of a suspected offender, which has seen no further reports of dwelling burglaries since conditions were placed upon him to stay away from the area. The area has been flooded by uniformed Police Officers on patrol since the unfortunate incident in Woolwich to offer community reassurance and a visible presence. These patrols will be ongoing.
Broadgreen Officers are aware that an upturn in weather as Summer approaches may lead to additional Anti-Social Behaviour in the area and we would urge residents to make contact with Wiltshire Police to make us aware. Over the summer increased patrols will take place I the area and action will be taken against persistent perpetrators. Residents were reminded that local intelligence was very important, and any information should be reported to the Police on the non emergency phone number – 101 or alternatively email Beat Manager PC Luke Atkinson on luke.Atkinson @Wiltshire.pnn.police.uk

PCSO Stuart Bird has left the Broadgreen Police Team to join Wiltshire Police as a Constable. He will be replaced by PCSO Emma Millarvie.

Police related issues raised by residents –
Alcohol was being consumed in Armstrong, Gladstone and Alfred Streets alleyways. Young people hanging around the alleyways were using bad language. Cars without residents parking permits were being parked in the alleyways causing obstructions. People are still cycling on pavements and on the wrong side of the road.
