The following issues and points were reported and discussed
It was reported that:
66 Manchester Road - advertising slot machines and a bar. Planning permission was given in April
(S/11/1610) to turn the shop into a temporary social club - until 30 April 2013.
64 Manchester Road - reported from a number of sources that alcohol is being sold from this shop/café.
Mark Walker discussed the possible undertaking of a Community Plan and what it might involve, and also the consultation to review the current parking arrangements and 20mph speed limits in the area. Mark took names contact details of residents interested in participating in the parking review.

Sent – All problems and issues raised at the July meeting were passed on to Mark Walker, Frances Barrone, Cllr. Julie Wright and a number of other Borough Officers
The Chair attempted numerous times to contact Julian Sadler at Swindon Commercial Services concerning the cost of putting tarmac down at the boggy area at either end of the play area at the Broadgreen Centre, but had no success.

Vegland, Corporation Street – Highways had passed this onto Planning, as there was no permission for the sign directing customers to park in Armstrong Street – awaiting reply.
Alleyway parking – Highways reply - Alleyway parking has no restrictions that we would be able to enforce; unfortunately this is a case for the police with obstruction.
BSACC requested that the bus shelter in Corporation Street was removed – Cllr. Wright raised the issue regarding the bus shelter and officer will be talking to the bus companies to see whether it can be removed.

Swindon Borough Council are undertaking a Community Infrastructure Levy consultation – this will replace much of the current Section 106 payments made by developers towards infrastructure and is a new way to make sure that development in Swindon contributes towards vital facilities and services such as roads, schools, sports fields and medical centres etc. Information is available in Wat Tyler House reception, libraries and the council’s website at - www.swindon.gov.uk/CIL

HISTORY REPORT:
Images, maps and written documents connected with the ‘Wiltshire County Ground’ were displayed.
No information about the 1897 Jubilee arch in County Road has been found yet.
Was Colbourne Street misnamed? Named after local builder Arthur J Colborne who had his yard in County Road, research in census returns showed the surname varied between Colborn, Colborne and Colbourne but the majority of entries were recorded as Colborne.
The Colborne family moved to Stratton from Somerset sometime between 1871 and 1881 and A J Colborne was recorded as living in Newport Street, Old Town by the 1901 census.
Bob Walter brought along a number of brilliant personal images connected with the Broadgreen and Queenstown area.
Residents association for the Swindon Town Centre located, "Broad Street Area Community Council." And general stuff related to that.
