Minutes from the Community Council meeting held on 6th February 2019

Streetsmart Issues,
Ian James reported on efforts by Streetsmart to curb flytipping in Broadgreen and Queenstown.  He said a letter would be sent to residents explaining that this is illegal and took a suggestion that this should be available in other languages as well as English.  There was a discussion on where the rubbsh was coming from. There was a consensus that it was better to remove flytip quickly to avoid it piling up through encouragement but Ian James did not want to make it look like a free service.
It was suggested that some of the flytip spots started with surplus domestic rubbish that could not be got into wheelie bins and that more advice on recycling should be included in the letters.
There was a criticism of the public reporting system particularly the practise of closing the incident files when the report was passed to Streetsmart rather than when it had been confirmed as dealt with.


Parish Council issues.
Jake Mee reported on the progress on the Broadgreen Centre games area (MUGA). A new site for BSACC notice board was discussed - Jake Mee confirmed that it would be covered by CCTV.
Cllr Firmin was asked about HMO licensing. He confirmed that since the beginning of this year the legal requirements were being enforced after an initial period of leeway.
SSPC was objecting to a proposal for new housing behind 69 Graham St.  (Cllr Wright was also objecting).


Borough Council issues (not already covered).
Cllr Wright said the new bollards at the County Ground Car park were deterring the antisocial car use.
Cllr Wright was looking into the legality of permission for the forthcoming funfair at the County Ground car park.
The reduction of pedestrian area on the winter gritting schedule was brought up Cllr Wright suggested BSACC should write to the Borough to get key area onto infrastructure gritting list.
Cllr Wright would look into lighting problems at the County Ground car park.
The overgrown state of the hedge near the junction of Medgebury Pl and Fleming Way was noted.
Budget Bikes was being investigated by the police for obstruction offences.


Other business.
Gifty Tawiah reported that an allotment plot (No 9B) at the Shrivenham Rd site had been set aside by the Parish Council for community use.  It was hoped to launch the project in April.
