Minutes from the Community Council meeting held on 5th December 2018

 Members present; chair Pam Freegard, Treasurer Bob Walter, IT Secretary Robert Williams, Brenda Arnold, Muhammad Chaudhry, John Clark, Violet Clark, John Freegard, Paul Izquierdo, Kate Johnson, Brenda Warwick, Bob Wedge.



Also present; Cllr John Firmin (South Swindon Parish Council).

Borough and parish Council issues.
It was suggested that Mark Walker's response at the last meeting on use of CMF funding, particularly with regard to availability of extra CCTV, still lacked clarity,  Cllr Firmin advised that the ward Borough Councillors team could submit a 'section 15' request on this matter.  Cllr Firmin would look into a question about suitability of the proposed LED lamp posts for mounting CCTV cameras.  Asked about the 'safe and well' visits and landlord registration, Cllr Firmin replied that assessments were being made of properties where access was proving difficult.  This included electoral records - some properties had more than ten registered adults.   A new approach to such households would start in the new year.  Cllr Firmin would also look into a question on the rules of overcrowding.
There was still an issue on wheelie bins blocking pedestrian paths - Cllr Firmin would look into this and said that the Haydon St problem was still being looked into.
It was suggested that members should bring their suggestions of the worst repeat fly-tipping sites - including the nearest suitable lamp post for CCTV mounting - to the next meeting.
Work on the Broadgreen Centre games area was under way.  In reply to a question Cllr Firmin said the Borough had not yet transferred this asset to the Parish Council and progress on the transfer was slow.


Other business.

It was suggestedthat with absemces expected at the January meeting immediately after the New Year it might be better to cancel.  A show of hands approved this (one objection and one abstention).
The licencing application heating for 30 County Rd (Rani's local) had been postponed due to unavailability of police representation.  Bob Wedge was intending to attend the rescheduled hearing.
There was a question regarding the new bollards at the County Ground car park and how this would affect parking hours.  Cllr Firmin would look into this.
The poor state of road surfaces in the Ponting St. / Lagos St. area was noted.
