Minutes from the Community Council meeting held on 5th October 2016

Community police issues.

PCSO Patch Swindle attended to take questions. The following issues were raised. Speeding and what progress had been made on installing Vehicle Activated Signs. [Note; this had been brought up by Bob Wright as a possibility at the July 2016 meeting]
Taxis using the bus lane to turn right into Manchester Rd from County Rd - Mark Walker said this was legal unless there was a specific restriction at that place.
Poor responses to 101 calls. Wiltshire Police would e-mail with a direct contact number for reporting prostitutes.
Ongoing traffic hazard posed by vehicles reversing into Manchester Rd at no's 1-8
Suspected licencing infringements at 'A Tasca' (64 Manchester Rd) - Bob Wright would look into this


Localities issues - Mark Walker.

Contrary to a recent rumour, there were no plans to charge for general waste taken to Cheney Manor recycling centre.
Conditions regarding illuminated signage at 1-8 Manchester Rd would come into force if and when retrospective planning permission was approved. Action was being taken on some of the unapproved illuminated signage elsewhere in Manchester Rd.

Councillors' issues - Bob Wright.
The off-licence application at Nasza Biedronka (4-8 Manchester Rd) had been approved. Cllr Wright would look into why local objectors had not been invited to the panel meeting.
The 'King Vaping' shop behind no 86 Manchester Rd was reported as operating without the relevant planning permission.
Cllr Wright was considering referring the non- removal of litter and fly-tipping to the relevant ombudsman. Telephoning the Borough on Sw 463000 was recommended over the usual streetsmart number when reporting fly-tipping.  It was noted that where appropriate the environmental health dept provided a better response.
Shrivenham Rd backs (adjoining the County Ground extension) was still causing concern.
