CONFIRMATION OF THE MINUTES: 02 May 2012 meeting. These Minutes were confirmed and seconded as a true record.

WARD COUNCILLORS: no councillors attended the drop-in.

TOWN CENTRE LOCALITY LEAD : Mark Walker – sent his apology.

NEIGHBOURHOOD POLICE TEAM: PC Diffin, PCSO Bird and PCSO Rogers were in attendance and reported on the following issues –
A new bollard was now in place at the County Ground Extension, Shrivenham Road entrance. It was hoped that the covered bus stop in Manchester Road would be removed, as street drinkers were using it.

The Town Centre Dispersal Order covered an area as far as Rosebery Street; it couldn’t go any further because some of the people it was aimed at lived in County Road. However the DPPO in Broadgreen was still in operation.
2 prostitutes and 4 kerb crawlers had recently been arrested; 2 Officers were needed to make arrests. The Police were doing their part, but the other agencies still had to agree what their input would be.

The following issues and points were brought up –
Car parking on double yellow lines and on pavements was a continuing big problem in Manchester Road.
There was still plenty of fly tipping in the alleys, including lots of empty bottles of alcohol.
The alley between Shrivenham Road and the County Ground Extension was in need of cleaning.
Shops were selling alcohol to people already drunk. - PC Diffin said this was a difficult issue as only a Doctor or Police Officer was qualified to say who was drunk, and it was down to the person selling the alcohol to make a decision. Unfortunately some of the shopkeepers were only interested in making a profit, and not the impact their actions had on the community at large. There were between 20 and 30 people causing problems, most ex class A drug users who were now drinking alcohol instead.
If a wet house, or minimum price for alcohol was introduced, it might help.
The Mosque in Manchester Road had purchased the house adjacent to their property.
A meeting had been arranged in the Legend’s Lounge at the County Ground to discuss match day parking and problems with young people attending St. Joseph’s School being dropped at the end of Shrivenham Road.

CORRESPONDENCE:

Sent –
To Mark Walker - issues from the May meeting - A photo of the sign directing customers of the fruit and veg shop at 7 to 9 Corporation St to park in Armstrong St.
Could some litterbins be put in at the County Ground Extension? Apart from a dog litterbin and a couple in the fenced off running track area, there are now no others as the last one was removed recently.
It was reported that there had recently been an increase in cars using the alley at the rear of Medgbury Road, the suggested reason being because of the Whalebridge alterations, it was asked if bollards could be put in at the Corporation Street end to prevent this?
Cars were speeding into Medgbury Place from Fleming Way and onto the wrong side of the road, it was asked if anything could be done to slow the traffic entering Broadgreen at this point?

Received –
From Mark walker – a visit would be made to the Fruit and Veg shop in Corporation Street requesting the sign directing customers to park in Armstrong Street be removed.
